09/21/20 CAGTC: House to Introduce CR and FAST Act Extension Package

Dear CAGTC Members,

The House is expected to publish the text of a proposed bill shortly, containing short-term appropriations for fiscal year 2021 and a one-year extension of the FAST Act. Details are not yet available but the House Rules Committee is scheduled to review the measure on September 21 at 1:00pm EDT.

The continuing resolution (CR) will likely extend FY20 funding through February 2021, though the Senate has called for a December 2020 expiration of the CR which would allow the current Congress to finalize FY21 appropriations during its lame-duck session. The FAST Act extension is expected to renew surface transportation funding for one year at or above FY20 levels and transfer the required additional amounts to the Highway Trust Fund. As a reminder, action is needed on both the continuing resolution and surface transportation extension by September 30, when the existing appropriations law and FAST Act expire.
