On September 21, the House Rules Committee approved a set of rules and procedures for the consideration of the CR and FAST Act extension package (H.R. 8319) on the House Floor. The full House is expected to begin its session on September 22 at 11:00am Eastern with a debate and vote on this rule, followed by debate and a final vote on H.R. 8319. H.R. 8319 includes a continuing resolution extending FY20 funding levels until midnight on December 11, 2020.
The surface transportation component of the package extends FY20 funding levels provided under the FAST Act through September 30, 2021. The INFRA grant program will receive $1 billion as it did this year, but the bill also adjusted the aggregate cap on non-highway projects awarded under INFRA. Whereas the previous limit on multimodal projects was a combined $500 million for FY16-FY20, this provision has been amended to $600 million for FY16-FY21. To account for decreased revenues into the Highway Trust Fund and increased spending projected by the Congressional Budget Office, the bill provides for a transfer of $10.4 billion from the Treasury’s general fund to the highway account of the Highway Trust Fund. The bill also transfers an additional $3.2 billion from the general fund to the Highway Trust Fund’s mass transit account.
