09/26/19 CAGTC: Summary of 9/25 House Budget Committee Hearing

Dear CAGTC Members,

Yesterday, the House Committee on the Budget held a hearing titled “America’s Infrastructure: Today’s Gaps, Tomorrow’s Opportunities, and the Need for Federal Investment.” Witnesses on the panel included: Ms. Carol Ellinger Haddock, Director, Houston Public Works, on behalf of the American Society of Civil Engineers; Mr. Christopher A. Coes, Vice President of Land Use and Development, Smart Growth America; Mr. Adie Tomer, Fellow, the Brookings Institution’s Metropolitan Policy Program; Dr. R. Richard Geddes, Professor and Director of the Cornell University Program in Infrastructure Policy and Visiting Scholar, American Enterprise Institute.

  • One witness urged Congress to repeal the $7.6 billion rescission included in the FAST Act;
  • Several potential funding sources were discussed, including a gas tax increase, a mileage-based fee, and increased leveraging of private sector funding through P3s;
  • Members of Congress and witnesses spoke to the importance of funding both repairs and maintenance of current infrastructure as well as the construction of new infrastructure, and finding the right balance.
