02/15/19 CAGTC: FY19 Omnibus Passes

CAGTC Members,

Yesterday afternoon, the Senate voted 83-16 to pass the FY19 omnibus. Last night, the House then voted to pass the legislation 300-128. President Trump indicated in a Rose Garden speech this morning that he’ll sign the bill into law, funding the federal government until the end of fiscal year 2019. Of note, we conducted an additional analysis of the House Committee on Appropriation’s explanatory statement and noted this snippet (please see page 543 of this document):

“The conferees expect the Secretary to prioritize INFRA funding awards to port projects and the intermodal connections that serve those facilities, where eligible under the FAST Act.”

While this does not statutorily change anything about the INFRA grant program, is does indicate that the conferees seem to be supportive of the available multimodal funds under the program.
