This afternoon, USDOT hosted another in its series of INFRA webinars, this time focusing on how to prepare a benefit cost analysis (BCA) for an INFRA grant application. Please find attached a CAGTC produced summary of relevant information from the webinar. Darren Timothy, Chief Economist for the U.S. Department of Transportation, provided details for how best to prepare the BCA, including a look at how to prepare each specific section. While these slides provide a good overview of how to prepare a BCA that meets USDOT’s standards, more detailed guidance is also available online here.
The majority of the questions during the webinar were fairly specific but of note: USDOT recommended that, to the extent possible, applicants make adjustments to their BCAs to reflect the new merit criteria. That being said, USDOT representatives acknowledged that BCAs are resource intensive and therefore if they are submitted in an editable format economists can do some of the calculations themselves should they need to.
